Every story needs a Tier 1 wire underneath it — AP, Reuters, AFP, or an equivalent national wire (Kyodo, dpa, ANSA, PA Media, and others, region by region). State-controlled outlets are explicitly excluded, even when they're widely cited elsewhere. Casualty counts, quotes, and contested claims need two independent sources actually agreeing before they're stated as fact.
